A large distributed denial-of-service (DDoS) attack has disrupted Norway’s shared government digital infrastructure since Monday, affecting several services used by public-sector organizations and citizens.
The attack began at 03:38 CEST on Monday and targeted infrastructure supporting services operated by Norway’s Digitalisation Agency, known as Digdir, along with its operations provider, Vivicta. Digdir manages several key parts of the country’s shared digital government infrastructure, including public-service logins, electronic IDs and signatures, secure digital mail, government forms, access to public records, and data exchange between government agencies.
According to Digdir, several services became completely unavailable for short periods during the attack. Many of the affected systems have since been stabilized, but some services, including ID-porten and eSignering, continue to experience partial disruptions.
Users may encounter failed connections, slow responses from servers, and unusually long login times while the affected services remain under pressure. Digdir is providing updates through its service status page and a dedicated incident report.
Digdir director Frode Danielsen said the investigation so far has found no indication that the organization’s systems were breached or that personal data was compromised.
Danielsen also said this is the third DDoS attack against Digdir in recent months. The agency was previously targeted in June and again on August 3.
Norway’s National Security Authority (NSM) and the Norwegian Data Protection Authority (Datatilsynet) have been notified about the incident. There is currently no official attribution for the attack, although Norwegian media reports have speculated about possible Russian involvement.
The disruption has also affected services that depend on Digdir’s infrastructure even though they were not directly targeted. Altinn, Norway’s central digital platform for communication between citizens, businesses, and government agencies, has warned users about login and operational problems and directed them to Digdir’s status information.

Norway’s tax administration, Skatteetaten, has also posted a notice about login problems on its website, advising users to try again later while the disruptions continue.
