Google has announced a new policy that will require developer identity verification for Android apps distributed outside the Play Store.

The change, set to roll out gradually starting in 2026, is aimed at improving security across the Android ecosystem while still allowing sideloading and third-party app stores.

According to Google, apps installed from outside the Play Store are over 50 times more likely to contain malware. To address this risk, developers distributing apps on certified Android devices will now need to provide verified information such as their legal name, address, and contact details. Organizations will also be asked to share a D-U-N-S number and a verified website.

The rollout will begin with an early access program in October 2025, followed by a wider launch in March 2026. Enforcement will first take effect in Brazil, Indonesia, Singapore, and Thailand by September 2026, before expanding globally in 2027. Google emphasized that this verification data will not be shown to users but will be used to ensure accountability.
