The European Union has imposed tough sanctions on UK-based web-hosting provider Stark Industries and its top executives, CEO Iurie Neculiti and owner Ivan Neculiti, accusing them of supporting Russian state-backed cyber operations and disinformation campaigns.
According to the Council, Stark Industries provided infrastructure that enabled cyberattacks, disinformation, and interference campaigns. Reports have linked the company to malicious actors like FIN7, also known as Sangria Tempest, who used its servers for cybercrime operations. Stark Industries accepted cryptocurrency payments, including Bitcoin and Monero, often used to obscure identities.
Despite recent efforts by Stark Industries to cooperate with cyber intelligence firm Team Cymru to dismantle FIN7’s infrastructure, the European Council has not clarified if its decision factored in this collaboration.
Other sanctioned entities include media outlets like Voice of Europe, African Initiative, and Turkish company AFA Medya, all accused of spreading Russian narratives. Fishing companies and Russia’s General Radio Frequency Center were also penalized for espionage and GPS jamming activities.
Those sanctioned face EU-wide asset freezes, bans on financial transactions, and are prohibited from entering or transiting through EU territory.
