Elon Musk has warned that people who use Grok AI to create illegal content will face the same consequences as those who upload such material online.
His statement comes a day after India’s Ministry of Electronics and Information Technology took action against X Corp over the spread of obscene and explicit content linked to Grok.
Musk responded on X to a post by DogeDesigner, a UI and graphic designer associated with the DOGE team. DogeDesigner said blaming Grok for inappropriate images was like blaming a pen for bad writing, adding that the responsibility lies with the person using the tool.
Replying to the post, Musk said that anyone using Grok to generate illegal content would be treated no differently than users who upload illegal material themselves.
On Friday, MeitY directed X Corp to submit an action taken report within 72 hours. The ministry asked the platform to immediately ensure that Grok and other AI services do not generate, host, or circulate obscene, nude, indecent, or explicit content.
The government warned that failure to comply could lead to strict legal action against the platform, its officials, and users under multiple laws, including the IT Act, IT Rules, Bharatiya Nyaya Sanhita, and other applicable regulations.
MeitY also instructed X to conduct a full review of Grok’s technical systems and governance framework. The ministry said the AI tool must enforce strong user policies, including suspending or terminating accounts that violate the law.

It added that all unlawful content must be removed immediately without disturbing evidence. The ministry cautioned that non-compliance could result in the loss of safe harbour protection under Section 79 of the IT Act and trigger penalties under laws such as the Indecent Representation of Women Act and the Protection of Children from Sexual Offences Act.
