France Titres has disclosed a data breach after a threat actor claimed responsibility for the attack and the theft of citizen data.
Also known as Agence nationale des titres sécurisés (ANTS), the agency operates under the French Ministry of the Interior and manages official documents such as driver’s licenses, national ID cards, passports, and immigration records.
According to a notice published by ANTS, the incident was detected last week, and investigations are still ongoing. The agency said that multiple types of personal data linked to an undisclosed number of individuals may have been exposed.
The potentially compromised data includes login IDs, full names, email addresses, dates of birth, unique account identifiers, and, in some cases, postal addresses, places of birth, and phone numbers. ANTS confirmed it is currently notifying affected individuals.
The agency stated that the exposed information cannot be used to access its online portals directly. However, it warned that the data could still be exploited in phishing or social engineering attacks. Users have been advised to remain vigilant for suspicious emails, messages, or calls that appear to come from ANTS.
ANTS has reported the breach to France’s data protection authority CNIL, the Paris Public Prosecutor, and has involved the national cybersecurity agency ANSSI in its response. It also warned that any sale or distribution of the stolen data would be illegal.
Meanwhile, a threat actor using the alias “breach3d” claimed responsibility for the attack on April 16, alleging they possess up to 19 million records. The attacker claims the dataset includes names, contact details, birth information, home addresses, account metadata, and additional personal details such as gender and civil status.

The data is reportedly being offered for sale on hacker forums for an undisclosed amount and has not yet been widely leaked. ANTS has not confirmed the scale of the claim, and attempts to obtain further comment from the agency have not received a response at the time of reporting.
